Revert Executive Directive no.1 (ED 1) back to its original scope
ED 1 has led to faster and more word spread development of affordable housing, by creating hard limits on approval times and providing financial incentives for developers to build affordable housing. The revision to ED 1 on June 12th led to the excluding of single family zones from the directive’s scope. This has severely limited how much ED 1 can contribute towards the fight against LA’s housing crisis.
When the directive was first put in place, 8 housing projects located in single-family zones were approved and then had that approval rescinded. I urge Los Angeles City Council to reconsider their stance on ED 1, and allow the projects initially approved for development in single family zones to commence. Furthermore, I sincerely believe that despite the unintended nature of ED 1’s initial allowance to build in more restrictive single family zones, it is something we should strongly consider reinstating. Through ED 1, Los Angeles saw itself develop an additional 16,150 housing units since its inception. The RHNA deduced that Los Angeles needs about 456,643 units of housing between 2021-2029. Even with a full-scope Ed 1 in place, the city will almost certainly not hit that target. Yet, if we do not reinstate it, we only stray even further from our needed housing goals.

Why is this important?
We need homes, not barriers. Any opportunity to remove a barrier and add a home, we should take.
