There is strong likelihood that the W.O.S.P. will be approved at the 7/15/14 Oakland City Council Meeting. The West Oakland Specific Plan contains no "specific plan" to deal with the displacement of long-time and low income Oakland residents. It should not be approved until guarantees that serve the stated needs of our existing communities are included. All Oakland citizens should benefit from economic improvements, and these stated guarantees should apply to every development plan going forward.

While society is struggling to control CO2 emissions, it must immediately and deeply cut methane and black carbon to help preserve the near-term global climate and help prevent growing risks of catastrophic and irreversible changes in the arctic. We implore our leaders to immediately set more ambitious targets for methane and black carbon. Methane could be brought down globally to 1250ppb in two decades. This could probably be achieved without any U.S. legislation at all, but with a large-scale effort, under U.S. leadership, to restructure, expedite and greatly strengthen already existing programs initiated by the U.S. government and now part of UNEP (United Nations Environment Programme).

I submit that I reside within the Henry County Schools boundaries, and I support the start-up of Mosaic School of the Arts Charter School, Inc. (MSOTA), a 9-12 free public charter school. I understand that this school will be a tuition-free school of choice located within the Henry County School district and is proposed to start up August 2013. The mission for Mosaic School of the Arts Charter School, Inc. is to provide a high quality arts based college preparatory and skills driven curriculum for students to graduate and succeed in college and their prospective fields.
