Along with ICE’s already horrific record of medical neglect and denying basic necessities for maintaining health and sanitation, people locked up in immigration detention are extremely vulnerable to the spread of infectious disease because they are unable to take the necessary precautions to protect themselves like social distancing and sanitizing regularly. There have already been 10 reported deaths in ICE custody in the last six months alone, and multiple ICE officers and people detained have tested positive for COVID-19. Orange County Board of Supervisors: say NO to more ICE beds at Theo Lacy Facility and end the con...Repeatedly, horror stories about conditions for immigrants detained at Theo Lacy Facility have been exposed through stakeholder inspections and complaints submitted to the Department of Homeland Security (DHS) Office for Civil Rights and Civil Liberties by brave, directly-impacted persons, with detailed accountsof physical abuse, threats, retaliation and gravely inadequate medical care. A recent inspection by DHS’ own Office of Inspector General found showers full of “trash, mildew, and mold” and that the facility was serving “slimy, foul-smelling lunch meat” that appeared to be spoiled. Despite retaliation, conditions inside the facility are so dire that immigrants detained at Theo Lacy have gone on hunger strike twice in the last year and a half. The Orange County Sheriff's Department (OCSD) has continuously proven to be unfit to detain anyone; no one should have to suffer under these conditions. It is unconscionable that either ICE or OCSD are even considering an expansion when serious life-threatening problems are wide-spread and continue unaddressed inside the facility. On March 16, the Trump administration requested $3 billion from Congress for the Department of Homeland Security (DHS) to begin funding his executive orders through September 30, 2017. Republicans will need 60 votes to pass any funding bill - and there are only 52 Republicans in the Senate - so Democrats have the power to resist the Trump agenda. What does $3 billion to DHS pay for? • $1.4 billion to construct the border wall, a physical symbol of exclusion and hate and a clear waste of taxpayer dollars. • $1.2 billion for more detention facilities which will fuel the private prison industry and exacerbate existing, sometimes fatal, abuses in these facilities. • Prepares to hire 1,000 ICE agents in 2018 so more ICE agents will roam communities - including churches and courthouses – creating terror and panic. • Prepares to hire 500 more CBP agents even though DHS doesn’t meet existing hiring goals because so many applicants fail their polygraph tests. Tell Congress: Cut funding to ICE and CBPThe Trump Administration is seeking billions of dollars for the southern border wall, border technology, and more agents. Each of these asks is unacceptable. The wall is a hateful symbol of exclusion, and coupled with increased technology, will further militarize and surveil border communities. CBP agents and officers are at the front lines of Trump’s aggressive family separation policy and operate with little to no accountability for the abuses and terror that they inflict upon those arriving to our border and those that live in border communities. ICE detains hundreds of thousands of immigrants behind bars every year. This oppressive, inhumane and deadly system of detention continues to grow bigger, less transparent and less accountable. ICE continues to overspend their appropriated funds while counting on bailouts from Congress. All the while they are expanding detention and becoming increasingly secretive about their work. Ice Is Manipulating Congress To Fund Their TerrorImmigration and Customs Enforcement and U.S. Customs and Border Protection agents are continuing to commit abominable violence against immigrants and people of color. Despite this, ICE’s budget for immigration detention and enforcement has jumped by almost a billion dollars in the last two years through a combination of reckless spending and secretive transfers of money.
