The undersigned Chemung County residents urge the Chemung County Legislature to table the personnel appointments and salary requests submitted by County Executive Chris Moss until the general legislative meeting on February 12, 2019. This delay will allow the legislature the appropriate time to review the appointments and salaries requested by the Chemung County Executive. We believe that tabling the decision on appointees would be a prudent decision that would allow each member of the legislature to make an informed decision on each of the appointees and assist in making the Chemung County Legislature a more open and transparent body.

Background: On December 31, 2018, Bill McCarthy (D, District 12) was removed from a personnel committee assignment and replaced with Tom Sweet (R, District 3) with no explanation. The decision to remove Mr. McCarthy from the committee facilitates the ability of the county executive to have appointees approved strictly on a party-line vote and without the opportunity for seconding any objection to an appointee.

On January 7, 2019 t the personnel committee met for the first time. Prior to the meeting, none of the members of the legislature were provided any information on the proposed appointees such as a resume, vitae or summary of education and experience. Due to understandable concern about the lack of information on proposed appointees, Minority Leader Christina Sonsire ( D, District 7) asked that the appointments be tabled until February to allow the legislature adequate time to review these appointees. Minority Leader Sonsire could not get a second to her motion from any of the other members of the committee. This kind of process is neither open nor transparent, but are two themes Mr. Moss emphasized during his campaign for county executive.
