Given that affordable housing is a long term problem in the Twin Cities, and given that building such units is quite difficult for developers especially in areas that can easily access meaningful public transit, and given that vacancy rates for office buildings are high and projected to stay high for the foreseeable future, repurposing some portion of vacant office space into affordable housing units makes a good sense, as it helps put a dent into the affordable housing shortage and makes effective use of otherwise empty office space.
