Amend the Washington Discover Pass for Rafters

I propose that there be an amendment to the Discover Pass in Wa for rafters entering the river in ANOTHER STATE and exiting in Wa. This will free up the shuttle companies to deliver early so that if there are problems on the river the people will have their cars there. As it is, if people only get the day pass or the 2 day pass this limits the shuttle companies as to when they can deliver the cars. If given a choice the folks will get the day pass or 2 day pass because they do not plan on coming back to Washington. Since there are only a few shuttle companies that deliver cars to this destination, it makes it very hard to comply with the customers wishes and make them legal to park at this site. When the season hits hard, these companies that are delivering the vehicles are locked in to when they will be delivered. We try very hard to sell the 35.00 pass, but it's a hard sell when they will only be getting out and do not plan on returning to Washington State.

Why is this important?

Rafters entering the river system in Idaho or Oregon coming out at Heller Bar after being on the water several days should not have to be subjected to the expensive parking fee at Heller Bar. There should be fee, I agree, but the absence of pay phones, no cell service or wifi, no security and the lack of clean, stocked restrooms there, make the high fee ridiculous. The annual fee is 35.00, and river rafting can be a dangerous sport. Please reexamine this fee for out of state folks that DO NOT WANT the annual pass but need to have their cars delivered earlier JUST IN CASE they need to come out early.
