Start drug testing for all citizens to receive any sort of benefits from the U.S. Government (Food Stamps, Unemplyment, etc.). Do not award any aid for those who fail or refuse to take a drug test.
Why is this important?
We as employeed citizens must be drug tested for most employment opportunties; therefore all of those receiving aid from the government should be drug tested as well to ensure their money is used wisely.
