End the dibs system for snow parking in Chicago

In neighborhoods where parking is already scarce, the dibs system of claiming parking spaces further reduces available parking. The City of Chicago should make it clear that the dibs system will not be honored and all vehicle owners who park on the street are responsible for clearing snow in their little piece of the commons.

Why is this important?

It's already difficult to find parking in Albany Park as well as other neighborhoods.

One of the galling things about the dibs system is that many people who assert dibs to a parking spot don't do much work to clear the snow. They assert a "right" to a parking spot based on their car being there during the snow storm, not doing quality work.

Chicago parking works better if everyone clears their own spot & shovels the snow on the parkways NOT in between the cars.
