No State should receive more revenue than the amount they put in. Stop this welfare to States unable to manage their own budgets & return these funds to those States that pay more than they receive back and do manage their budgets.
Why is this important?
It is unfair that States that are successful have to carry those that are not and unable to be due to misguided governance.
