Federal Funding for Elementary School Tornado Shelters

Propose federally funded mandated Tornado Shelters for Elementary School Children in States that are identified in the geographical area known as 'Tornado Alley'.

Why is this important?

On My 20, 2013 an EF-5 Tornado that was close to 1-1/2 mile wide and about 17 mile long, cut through the City of Moore and Southern Oklahoma City in OK. Two elementary schools were in the path and were flattened. Ten children (9 years and younger) were confirmed killed by collapsing walls in hallways. The federal government can take the lead in providing States with funding for underground shelters for such schools in the area known as 'Tornado Alley', frequented by tornadic activity (specifically 17 States identified as such).
