Fund Flock License Plate Reader (LPR) Cameras Via Our Lakeshore Homeowners Association HOA Dues

A group of LHA homeowners researched Flock Security’s license plate reader cameras (LPRs) as a tool to make our community safer by:

1) Deterring criminals from coming into our neighborhood – Criminals avoid LPRs
2) Providing evidence to support arrests when crimes are committed

We are requesting the LHA Board of Directors approve and fund a 2-year pilot to purchase and install the LPRs via our LHA HOA dues.

The safety of our LHA community is in question and the installation of the LPR cameras are a tool that will allow us to take action and make our neighborhood safe:
- The LHA Board of Directors have the authority to allocate HOA funds on our behalf to promote
safety (Reference LHO CCRs: Declaration of Restrictions – Lakeshore Highlands)
- Robberies in Oakland are up 22% YoY ending June 30, 2023 (source: SF Chronicle 7/21/23).
- Oakland Police Department (OPD) recommends Flock Security LPR cameras.
- The cities of Piedmont, San Mateo & San Ramon use & recommend Flock Security LPRs.
- No Personal Identifiable Information (PII) is captured and neighbors can opt their license plates
out of the system.
- The pilot will consist of 8 ‘live’ LPR cameras 8 ‘decoy’ LPR cameras with LPR signage.
- Estimated pilot cost per LHA household: $25 per year or $2.08 per month.
