Grand fathered in benefits

Congress shall not make new laws that eliminate a United State civilians benefits as they stand. They can how ever change the way a new recipient receives his benefits before one starts to receive them. Congress'es before them gave us those rights to benefits and no new congress should change them as they are already in effect. So congress can only look to future benefits that need to be changed. All benefits are GRANDFATHERED IN and remain that way till one dies.

Why is this important?

Congress can not change benefits that people receive but they can change benefits for those not yet receiving them. Congress only can change benefits for new recipints. When a United States citizen works for his retirement it is unlawful for congress to change that civilians life as he has set up his retiring years.
