Help fight the Injustice of the William Bradley Amendment

Explain to me what is the purpose of child support when the Department of child Support Services can illegally open a child support case against father's who are doing there fatherly duties. How can a father be held accountable for a mother who illegally obtains state funding (welfare) that she was not entitle to obtain and the child support services seeks monetary obligation from the father. This is a tragic event and it will not be tolerated any longer. I want to repeal the existing child support laws which is the "William Bradley Amendment" and bring forth a law that will be fair on both sides of the spectrum. As it stands, the custodial parent can commit any violations of law and nothing will happen to them; instead the penalty if focused on the noncustodial parent. I want a child support law that does not violate any provisions of the U.S. Constitution or any laws guaranteed to the people.
