Many hit-and-run wrecks happen because the driver is drunk and the penalty is less for leaving the scene and sobering up than hanging around to call 911 and make sure the victim is taken care of. Many hit-and run victims could survive with prompt medical care which was denied by the driver leaving the scene, making this a potential capital crime.
