Modifying snow season parking ban

The overnight parking ban does not reflect the need for such an action due to inclimate weather and is a great burden to those with little to no parking. Modify the ban to start at the first snowfall and end the first day of spring (March 20th)

Why is this important?

Those with little or no parking who live here have a very hard time for almost half of the year. Having friends or family over for more than a couple hours is all but impossible for five whole months. It's not necessary and it's a great burden to your citizens who pay taxes for having cars in our fine town. If theres no snow on the ground, why are we punished by being unable to park? There was at least 2, closer to 3, out of the 5 months this year that the ban was ineffective and unecessary. Please help out your citizens and modify this procedure.
