No more waiting lists for services

An alternative to massive budget cuts that would eliminate much need social services for the disabled and elderly would be to divert some minimal funding to train people to provide needed services.

Why is this important?

In PA, we have thousands of people on waiting lists for needed human services to help them survive and live in the community. Why not come up with a new model for services that uses timebanks and people who have been trained by DPW to provide services. There is a model in existance in Rhode Island that does this now. It is a great help to the community.
