Petition to Support the Establishment of a County Ombudsman for HOA Disputes in Clayton County

We, the undersigned citizens of Clayton County, call upon the Clayton County Board of Commissioners to support the establishment of a County Ombudsman dedicated to mediating disputes between Homeowners’ Associations (HOAs) and homeowners. 

The Clayton County Board of Commissioners holds the final authority over the approval of developers to build homes and designate communities as associations (HOAs). As residents, we believe that for Clayton County to be a vibrant place to move, live, work, and enjoy, it is essential that our local government fosters a harmonious relationship between homeowners and their associations.

When residents are dissatisfied with their living conditions or HOA governance, it can lead to a series of negative outcomes, including:

- **Migration**: Dissatisfied citizens may choose to leave the county, leading to reduced revenue and business opportunities.

- **Decline in Property Values**: Empty houses and a lack of community engagement can drive down property values.

- **Social Issues**: Communities in disarray may experience an increase in violence and crime, affecting the quality of life for all residents.

**Proposed Solution**:

We propose the creation of a County Ombudsman who will act as an impartial mediator to address concerns and disputes between HOAs and homeowners. This role would help ensure that:

- Homeowners feel heard and respected in their grievances.

- HOAs operate fairly and transparently, fostering a sense of community.

- The Clayton County Board of Commissioners demonstrates its commitment to listening to and serving the needs of its citizens.
