Why is this important?
The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is an international treaty that came into force on February 27, 2005 during the George W. Bush Administration.
The FCTC seeks "to protect present and future generations from the devastating health, social, environmental and economic consequences of tobacco consumption and exposure to tobacco smoke" by enacting a set of universal standards stating the dangers of tobacco and limiting its use in all forms worldwide.
The United States is one of the 168 countries who signed the FCTC but has not ratified it yet. In 2008, Presidential candidate Barack Obama made a campaign promise that if he was elected he would submit the FCTC to the US Senate for ratification. We are still waiting.
