Eliminate the cap on payroll taxes for all individual income. Most Americans pay this tax on 100% of wages. The rich are exempt after a certain amount is reached. Eliminating the cap would fund Social Security and Medicare so that it would be there for current and future generations. The payroll tax on business can be left in place.
