This petition is to call for a legislative ban on private electioneering and campaign contributions and the establishment of a publicly funded, ballot based system of election for public offices. The call is to have created, a system wherein all individual and partisan efforts to campaign for public office are done so with a leveled and even amount of granted public funds, used in place of current private fund raising schemes. Funding for elections will be granted based on demonstrated public support for a given party or candidate, itself based on ballot initiatives and extended rounds of voting, ranging from the local, to the region and onward to national and district elections. As influence within the present system is bought and established well ahead of time by which ever institution provides the greatest campaign support, it is the goal of this petition to address this inequality of speech created by legislation such as the Citizens United ruling and the overturning of the Glass Steagall act, wherein the power of one's individual franchise (their vote) is supersceded according to a darwinian scheme of individual and institutional sovereignty trumping that of popular sovereignty (the core principle behind original Republican theory and the founding of this nation.) Automatic voter registration is significant step forward in the modernization of our voting registration process. H.458 creates a secure and modern registration system to ensure that all eligible citizens can participate in our democracy. H. 458 is a groundbreaking reform that automatically registers eligible Vermonters electronically. This bill, passed with strong tri-partisan support, would make Vermont the fourth in the nation to enact such a law. Automatic voter registration is already seeing incredible success in Oregon, quadrupling registration rates since putting its new system in place in January. If enacted, Vermont could add between 30,000 and 50,000 new voters to the rolls within the first four years. Automatic voter registration gives each of us the ability to have our voice heard in democracy, so I urge you to sign the bill into law as soon as possible.

On December 22, 2017, the Tax Cuts and Jobs Act, became new federal tax law. That law contains a fundamental inequity resulting in taxpayers paying double taxation in many states. State And Local Taxes (SALT) are tax payments made for property, sales, and state and local income taxes, now capped for the first time in over 100 years to a federal income tax deduction of $10,000. This cap or limitation results in the IRS taxing a second time SALT payments above $10, 000, which already have been taxed by state and local governments. IRS taxation on money already taxed and collected by state and local governments is fundamentally wrong and unjust. In 2018, Congress must restore the full deductibility of all SALT taxes retroactive to January 1, 2018 to correct a fundamental inequity and injustice in the new federal IRS tax code.

A CBS News investigative report disclosed a closed-door fundraiser held in 2012 on behalf of Rep. Cory Gardner and several other hand-picked Republican members of Congress. Special interest donors reportedly gave tens of thousands of dollars in exchange for access to Gardner and other members of Congress. Gardner even served as a “guest bartender” at a “happy hour” that required a $10,000 donation just to get in. CBS News also reported that the top donors at this event went fishing with Gardner and other members on a fleet of expensive boats, including a yacht named “Good Life.” We call on Gardner to disclose who he spent time with during this Florida junket, what deals he may have made while boating on the "Good Life," or who among the special interest donors he hob-nobbed with may be funding his U.S. Senate campaign today.

Blue Cross Blue Shield of Illinois is proposing a Focused Management Outpatient Program which will cease coverage for the supervision of applied behavior analysis (ABA) programs. Specifically assessing a child's progress, making new materials, conducting team meetings, overseeing direct therapists, adapting programs, and creating new programs after a child has demonstrated progress will no longer be paid for; even though they are vital aspects of a QUALITY program. ABA is the primary type of intervention recommended for children with autism because of its comprehensive nature and consistent supervision by a qualified clinician. This program will negatively affect families in being able to receive reliable & valid comprehensive programming and it'll affect all BCBAs who work with insurance.
