Servitocracy, the next form of government

Public service, in it's orientation and practice, enfranchises one to vote, and is the hallmark of a free community. Two years of Public service (Peace Corps, VISTA, Conservation Corps, etc) are required to be eligible to vote.

Why is this important?

Movements to enfranchise groups (by property, age, gender, race, birthplace, etc.) have been afoot since the foundation. While well intentioned, such criteria miss the mark.
Alone, the act of voting is hollow, signifying little.
