Strangulation and smothering must be added to the language of bill S744 making it unlawful to impede normal breathing or blood circulation of another person. In relations to domestic violence, a person would be convicted for this crime as domestic violence of a high and aggrevated nature which is a felony.

SENATE BILL AMMENDMENT-S.744: Adds "strangulation” and “smothering” to language for felony offenses (CRIMINAL DOMESTIC VIOLENCE OF A HIGH AND AGGRAVATED NATURE).
