Why is this important?
People with Down Syndrome, Cerebral Palsy, Autism, and other severe conditions already face a crisis due to floundering state budgets. With minimal standards of care and labor intensive support systems already overstretched, it is a fantasy to think that block grants will accrue significant savings. A 1/3rd cut to Medicaid will result in neglect and loss of life under humiliating conditions. Mitt Romney should disavow Paul Ryan's draconian plans for Medicaid now!
