The sentate shall pass legislation when 51% of the senate votes to do so AS PER THE US CONSTITUTION.
The senate does not have the right to change this constitutional ruling.

Why is this important?

60 % requirement is unconstitutional and causes endless blocking of legislation. It is unconstitutional.
