A constitutional amendment regarding elections and the electoral franchise

Elections and the Electoral Franchise
1. These provisions shall apply to the federal government, to the states, and to their political subdivisions.
2. The People of the United States of America have a right to democratically elected representative governments.
3. No political party may be given precedence in law over any other.
4. In all elections, all citizens of the United States of America have the right to cast a physical secret ballot that is capable of being independently recounted.
5. It is the duty of governments to remove impediments to their voting and to otherwise facilitate citizens’ right to vote.
6. The provisions of this subsection shall be in effect notwithstanding other sections of the Constitution:
a. The public promotion of or opposition to candidates and referendums shall be restricted to two months prior to a primary or general election.
b. There shall be no legal protection for intentional political speech by individuals or organizations that is knowingly false.
c. Expenditures of campaigns, other groups, and individuals shall be regulated to limit the effect of inequalities of wealth on political speech.

Why is this important?

Recent elections have revealed imperfections in the electoral process that include eternal campaigning, an effective monopoly on public political speech by the two major parties, the warping of elections by the extremely wealthy, the protection of falsehoods in political discourse, and a lack of uniformity in the electoral process from state to state. Most importantly, however, the Constitution does not explicitly state that the people of the US have a right to democratically-elected representative government.
This proposed Constitution amendment would eliminate these defects.
