Article 1, section 5, clause 2 of the U.S. Constitution needs to be amended so that it explicitly forbids the fillibuster. However, the first ever Constitutional Convention to amend the constitution may have to be held since it would surely get fillibustered in the U.S. Senate if this amendment was attempted in the more traditional manner.
Why is this important?
We need to raise awareness, first of all, as to what exactly a fillibuster is. I just saw a vote in the U.S. Senate in which a bill to raise benefits for war veterans was "voted down" despite support from 58 out of 100 senators. If we do not abolish the fillibuster, we will continue to see sensible solutions to problems flushed away due to partisan hooliganism.
