Originating in the Federal Congress the idea of Party Whips has spread to state legislatures. The idea, of course - a terrible idea -was to achieve unity among party members. The result - as greater unity among party members was achieved -stalemate! The exexpected result is worse than the original goal. Solution - let representatives represent. Caucuses okay. Never Party whips!
