Originating in the Federal Congress the idea of Party Whips has spread to state legislatures. The idea, of course - a terrible idea -was to achieve unity among party members. The result - as greater unity among party members was achieved -stalemate! The exexpected result is worse than the original goal. Solution - let representatives represent. Caucuses okay. Never Party whips!

Partisanship has become more pronounced since the latter part of the 19th century when both parties devised the office of Party Whip in congressional branches.
