Allocate Electoral College vote to match popular vote

This petition seeks to eliminate the structural unfairness of the "winner take all" method of allocating the electoral college votes. A more equitable method of allocating the electoral votes would be to allocate the votes to be proportional with the popular vote, rounded up to give advantage to the party candidate with the largest popular vote. Virginia's 13 electoral votes would be allocated so that any party with less that 1/13 of the popular vote would receive no electoral college votes.

Why is this important?

Under the "winner take all" method, there have been elections where the candidate who wins the popular vote fails to win the electoral college vote. The "winner take all" method is the cause of excessive political spending and severe tensions in a few battleground states. This petition seeks to reduce to role of money in elections.
