Reward those that made important contributions to the war effort. Recipient must have solid proof or argument to receive such recognition. Should not be a frivolous request but one that can be substantiated.

Why is this important?

It's about fairness. There are still veterans from WWII and the wars after that, that have earned and deserve recognition for action that helped win the wars. It should be considered by a group of people that understand what the action was and why it deserves recognition. The way it is now, the request first goes to liaisons who decide to allow it to get to the proper channel for evaluation. It gives them too much power and control over the request. The Awards Committee should be the judges and not the liaisons.
