The existing harrassment law to be modified as follows:
Any person who makes a false complaint about another person to any agency more than 3 times shall be imprisioned not less than one year. The victim shall have civil remedy up to one million dollars from the harasser. Upon release from prison the harasser shall be given a permanent restraining order prohibiting all future complaints to any agency.
Why is this important?
My neighbors have filed false complaints for 17 years with many agencies including; The Sheriff, the rubbish company, building and safety, animal control, humane society, public works, planning, and more. They have on average made a complaint every month to an agency. While unfounded the agencies still must waste valuable resources in the validation or refuting of the complaintant. By the very nature of each complaint the agency goes to the victims home and goes through the home and property. This violates privacy and constitutional protections. In my case the parties which persecute me have been able to traipse through this grey area of the law and use the law and the agencies to harass me.
