The voters need to KNOW that their individual vote counts, makes a difference and that there is a reason to vote. Not just civic duty, but to advace their own beliefs. Before the telegraph, telephone and now cell phone and internet (quick communication and the ability to verify that communcication) it made sense to have 1 person (and elector) vote for a large group, - not now. I want my vote to matter.
Why is this important?
Modern communication has made the Electoral Colege Obsolete and ripe for corruption. One person equals one vote.
