Tell the US Chamber of Commerce to discard any results from their survey that asks you to vote yes or no the the following question: "Do you trust the IRS to implement ObamaCare?" Regardless of how the question is answered the question implies that the IRS has a stronger role in the ACA than can reasonably be asserted.
