Break the Senate Deadlock with a New Filibuster Rule
This petition promotes a replacement of the current Senate Filibuster rule as follows:
"Each Senator shall be considered to represent one half the population of their state as determined by the latest US Census. For a bill to pass to the floor of the Senate for debate and vote requires a vote of Senators representing a majority of the citizens of the US."
Currently a vote of 41 Senators will block a bill from reaching the floor. In both the Republican and Democratic case, this can represent the will of only 25% of our citizens. This change will serve to restore balance between the more rural and urban sections of our country and ensure that we can respond to the rapidly evolving needs of our society.

Why is this important?
Between 2009 and 2011, Senate Republicans killed hundreds of bills passed by the Pelosi House through abuse of the Filibuster Rule. Recently the bill to keep tuition interest from doubling was killed despite the presence of a majority of Senators in favor.
Harry Reid recently admitted that he made a terrible mistake by not changing the rule to avoid abuse when he last had a chance in Jan 2011.
This petition proposes a new filibuster rule that would eliminate such abuse by either party in the future.
