Amend AB-2588, the "Toxic Hot Spots" Act to address airborne deposition and accumulation of permitted emissions on surfaces and in soils around facilities subject to the Act.
Why is this important?
Airborne emissions permitted from some facilities in California subject to the "Toxic Hot Spots" Act (former AB-2588) have been found to deposit and accumulate on surfaces such as roofs, streets and sidewalks as well as into soils where the public is exposed. Some of the deposition/accumulation has been to hazardous waste levels. The Department of Toxic Substances Control and the local air quality management districts must be required to jointly address this problem.
