Why is this important?
USGS has developed an Earthquake Early Warning System that could give Californians a 10-60 second warning before the Big One hits.
That may not sound like much time, but it's enough time to stop trains, delicate surgical procedures, shut down nuclear power plants, keep planes from landing, take people in elevators to the nearest floor, and for people everywhere to grab their loved ones and take shelter.
The Japanese had a similar early warning system they attribute to saving thousands of lives. Mexico has one too.
But State and Federal budget cuts mean it may take a catastrophic disaster before the funding is approved.
