if any driver is given special accommodation for English reading and writing ,rest of the drivers on the road, school buses etc.need to be informed by identifying that vehicle like drivers who are learning.
Why is this important?
it is the right of others to know if any special accommodations are made in issuing Driver's licence.in my view they tend to be a higher risk for accidents.
