Change the Senate's Cloture Rule

Change the Senate's cloture rule to provide either a simple majority to bring a bill to the floor, or to require a "Mr. Smith Goes to Washington" style filibuster to prevent its doing so.

Why is this important?

Requiring a super-majority even to bring a bill to the floor of the Senate for a vote is obstuction raised to the level of an art form. Bring back the Constitutional principle of majorities ruling.
