For the last six years, this bureau has lacked a permanent leader, hamstrung by the Senate's refusal to act on a confirmation. This has impacted the ability of the ATF to enforce firearms laws that are in place, computerize databases of gun owners, and respond to the powerful NRA lobby in Washington.
