Congress dysfunction
I propose that if the government ever shuts down, that Congress lose their income for a full year. They have had a full year (paid) to do their job. They have not done one of the main things that they were paid to do--to help balance the budget.
Let's cut some dead weight that is not working. Let's cut their salary, office budget, any and all expense accounts, retirement, and health care premium payments. Any and all payments that have already been paid should be reimbursed to the government from their reelection campaign funds. Spending valuable time and money trying to repeal a law that they should be trying to implement and help make better is showing their inability to function as professional lawmakers.

Why is this important?
I've watched time and time again an attempt in the U.S. House of Representatives to repeal a law they know they don't have the votes to repeal; they have wasted valuable time and money that has kept them from doing the job they were sent to do. They have already cost us a downgrade in a perfect credit rating. What's next? A total return to 2008's financial disaster because they refuse to govern. Just like with a spoiled child, you can discipline them by taking away their undeserved benefits.
