A bill was recently submitted to Congress which consisted of a single benefit statement followed by 17 pages of rules. The bill, HR 4170 (known as the Student Loan Forgiveness Act of 2012) allows students to pay off their loans using 10% of their discretionary funds. Calculating discretionary funds requires a large and complex set of rules (thus the 17 pages). Regulation will be required to enforce these rules and this regulation comes with a huge price tag. This cost is not mentioned once in the proposed legislation. Enforce congress to include an estimated regulatory cost for each piece of legislation they propose.
Why is this important?
Government regulation is a hidden tax perpetrated against the American public. Bills are passed in congress with little regard to the bureaucratic cost of implementing them. Urge Washington to include in each bill an estimated cost of what it would take to enforce or enact each law.
