To make Congress responsible to the people. Without having to run for re-election they would be in Washington D.C. to do the peoples work and not to pay back the BIG CONTRIBUTORS.
Why is this important?
All congress members should have one 6 year term. One third of the congressmen would be elected every two years. They would go back to their home states with NO RETIREMENT AND NO MEDICAL INSURANCE when their 6 year term is over. When they reach retirement age, just like all of the rest of us , they would be eligible for Social Security and Medicare just like all the rest of us.
