Congress must form a committee whose only purpose is creating laws which regulate and benchmark adequate performance from our congressional leaders. Legislation must be produced according to a time frame or a new election is held. Example: A bill cannot be held-up/reworked 'indefinitely' with no passage or scrapping w/out some consequence - censure of its authors, for instance... if not a new election.
Why is this important?
Congressional Reform is spearheaded by a new Committee to one or both houses whose mission is developing new, binding, and consequential standards of congressional performance. We are all affected when a branch of our government is broken.
