in order to increase the viability of representative government it is proposed that the house of representatives be elected on the same schedule as the election of the president.

Why is this important?

from a review of the last 25 years of off year elections it is not difficult to conclude that the turnout in these elections are not representative of the society as a whole. the house of representatives ends up being elected by a "rump" of the electorate.
