All Congressional Districts must be re-drawn every 10 years to comply with the simple standard to maximize the competitiveness of eligible voters among the national parties. No Democratic, Republican or other national party majorities over 55% of such voters will satisfy the competitiveness standard.
Why is this important?
It is the only method to prevent the gridlock by a minority party and the resulting economic hardships.
