Constitutional Amendment for Real Gun Reform

Recognizing the need for improved gun control and the challenges of implementing those laws, please propose and support a simple new amendment that, without eliminating the second amendment, articulates the following three goals.
1) codifies the process of firearm sales and background checks, which could also include waiting periods.
2) codifies the appropriate storage and possession of firearms.
3) requires renewable safety and handling certification which includes mental health assessment in order to purchase ammunition.

These are reasonable precautions which presented within the framework of the constitution does not challenge the constitution. These changes would not revoke any existing rights while still implementing common sense solutions to keep guns out of the hands of irresponsible individuals.
It is unrealistic to eliminate all gun violence, nor is it realistic to eliminate guns and people's perceived need for arms. An amendment also circumvents the gun lobby's attempts to incapacitate legislation either through judicial means or legislative loopholes. Using a simple amendment
Implementation of this amendment would both strengthen and modernize the second amendment in a way that won't be perverted by special interests.

Why is this important?

The only effective solution to gun violence in the United States is a new amendment. Gun control laws have been impotent in curbing the violence for three primary reasons; 1) interpretation of the constitution limits implementation. 2) well intended laws have been subverted by the gun advocates.
