Design contingency budgeting through the U.S. Ways and Means Committee to account for the noteworthy disparity of Health Related Quality of Life in Coal-Mining communities, and accomplish the establishment of recovery infrastructure and the allocation of material means for the implementation of preventative measures to reform the health related disadvantages which are prevalent in U.S. coal-mining communities in order to ensure the just welfare of not only contemporary working adults who currently reside in these communities, but to accomplish the seeding of an infrastructure which ensures federal accountability to the demands of the quality of life which is due to current children and subsequent generations living in areas which do not experience a quality of life due, in equality, to all Americans.
