Continue Prior Budget If Impasse
It is the the responsibility of Congress to fund the government in a timely fashion so that government can efficiently plan and implement the production of its services. The Senate and House shall pass a budget for all mutually agreed upon governmental services through both houses and ready for presidential signature by December 1, 2013, for this budget cycle and October 1 of each year thereafter. If the Senate and House fail to pass such a mutually agreed upon budget, then the prior year's fully funded budget shall remain in effect until a new budget is passed.
Why is this important?
My petition is to prevent government shutdowns and permit timely funding of the government so that agencies and department may plan for the provision of their services in an efficient manner.
