Any congressperson or senator who does not work actively and cooperatively to enact laws to maintain a civil society that represents the needs of the American people will have their pay suspended. At that point, the elected official's performance and finances will be reviewed by Congressional-Citizen Review Board and further actions to correct the situation will be taken.
Why is this important?
The US Senators and congresspeople are elected and empowered by the public to serve the needs of those whom the represent. Their job performance should be subject to regular review. If they do not make an outstanding effort at leading our nation's people forward, a Citizen's review process should be created to evaluate the problem.
