Congress should create a nonpartisan civil service agency to draw electoral districts and standardize registration and voting procedures with the goal of maximum voter participation. We are the only western democracy that leaves this critical task to be corrupted by local partisan politicians.
Why is this important?
. The present system of local partisan control of elections, through gerrymandering and voter suppression, has produced an obstructionist minority controlled Congress.
