3rd time nonviolent drug offenders should addressed this legislative session and given the same opportunity as the proposed bill for the 2nd offenders in regards to extensive drug rehab programs.

No, not directly. But addiction is a disease and I much prefer to see my tax dollars used for incarcerating violent crimes.
